Over
the past five months, DIALOG Design's public engagement process has
provided community-wide opportunities for public input and consideration
of the future potential for the Lucas Centre and Cloverley School
sites.
The engagement process is consistent with the North Vancouver School District's
Guiding Principles in the management of its land assets. The process has included:
- Communication with elected bodies and the public
- Community engagement
- Identification of realistic land-use plans and development options for each site, and
- Estimation of the potential market value of the Lucas Centre site and the Cloverley School and site.
DIALOG's report to the Board of Education at the
Public Board Meeting on June 17, 2014
concludes the School District's initial community engagement process
for the Lucas and Cloverley sites. The report provided by DIALOG will
need to be carefully reviewed and considered by the Board to determine
the appropriate next steps in relation to its land management strategy
for these two important school district sites.
DIALOG's report will inform the City of North Vancouver regarding
the second stage of engagement related to the special study area
identified within the City's Draft Official Community Plan.
We expect that the "special study" process will be developed in
consultation with the City of North Vancouver and that timelines will be
established and communicated in the early fall. The special study
process to be led by the City of North Vancouver will provide further
opportunities for community engagement and input regarding the future of
these sites.
The second set of public Open Houses were held on April 16, 2014 at
the Lucas Centre and Cloverley School. Approximately 175 people
attended the Open House at Lucas Centre, and 150 attended the Open House
at the Cloverley School site.
A great deal of input was gathered at each of the Open Houses.
Meeting participants provided their comments and suggestions for the
future uses of each of these sites. Presentation materials used at the
Open Houses, as well as the information gathered at these sessions are
posted to the School District's Community Engagement Blog.
Giving consideration to the input provided through the Open Houses,
DIALOG Design will be developing concepts and visual presentations to
incorporate within a survey instrument.
The engagement process continues with a survey in May, and a report of findings will be provided to the Board of Education in
June 2014. This will conclude the first stage of early input from the community.
A second stage, or "special study" process will be developed in
consultation with the City of North Vancouver. Timelines for the special
study process have not been confirmed, but are not expected to start
earlier than January 2015, and continue for a number of months. This
process will provide further opportunities for community engagement and
input. Proposals that may be advanced for redevelopment of these sites
will proceed through a third stage in accordance with the municipal
requirements related to rezoning and OCP amendments. These municipal
processes also involve the engagement of the community through public
information meetings and hearings.

undertakes a land management process that will identify options for

Two public open houses will be held on April 16, 2014
to gather input on preliminary ideas and options developed by the North
Vancouver School District, based in part on community input received at
previous public events. You are invited to attend one or both to
provide input on these early ideas and options for the future of the
Lucas and Cloverley sites.

The first Public Open House was held at the
Cloverley School Site on February 20, 2014. Approximately 125 people
attended the Cloverley Open House. The Open House event for the Lucas
Centre Site was held on February 19, 2014.
Comments and suggestions about future uses for the Cloverley
School Site were gathered from the participants. The presentation
materials used at the Open House are posted on the Land, Learning and Livability's Community Engagement Blog.

Land, Learning and Livability Public Open Houses: Cloverley School Site and Lucas Centre Site
The Board of Education is seeking public input as it undertakes a

Cloverley School and Site Community Workshop
Building on previous work and engagement activities, a process is
underway that identifies potential future uses specifically for the
Lucas Centre and Cloverley School sites. A five to six-month community
engagement process is in place for this project in order to:
- Inform about the project, including opportunities for involvement
- Educate about the land management process and what is possible for the future of the sites
- Obtain input on priorities, hopes and concerns, and ideas
- Demonstrate how input has been integrated into land management options.
The first step of the engagement process was a stakeholder
workshop on Thursday, January 30, 2014 at the Cloverley School site.
Attendees included representatives of neighbourhood associations
identified by the City of North Vancouver and located in close proximity
to the site. The session opened with an introduction by the consultant
team, lead by DIALOG, followed by John Lewis, Superintendent of Schools,
with an overview of the North Vancouver School District's approach to
surplus sites, capital improvements, and community engagement. There
were question and answer opportunities throughout the presentation.
Following the introductory presentation,
participants broke out into small groups for a facilitated discussion
based on the following two questions:
What are some of the important issues that should be considered for the future of the Lucas site? What, if any, are your concerns?- What are some the greatest opportunities that should be considered
for the future of the Lucas site, considering what we know about being
both a lever and place for learning?
Based on the notes taken during the small group discussions, the following key themes emerged:
Important Issues
- Concern about loss of green space (that is currently used as park space)
- Concern about loss of tennis courts and other community uses
- Concern about too much densification generally in the City of North Vancouver
- Concern about traffic
- Concern about meeting future educational needs.
Greatest Opportunities
- Senior housing and/or daycare
- Retention of green space currently used as a park
- Urban agriculture and green roofs
- Community uses such as recreational opportunities, theatre, and community centre.

Land, Learning and Livability Community Engagement Update
At the Public Board Meeting on January 21, 2014,
John Lewis, Superintendent of Schools, presented the Land, Learning and
Livability Community Engagement Update. The Update includes current
information regarding the Cloverley School Site.
DIALOG Design
continued its preliminary review of the Board's Land, Learning and
Livability process to date and held a planning session with the Board of
Education in January 2014. DIALOG will now proceed with a series of
community engagement meetings commencing in Late January and continuing
through April. A mix of stakeholder meetings and public open houses
will be followed by a survey in May, with this engagement process
concluding in June 2014.
The stakeholder and public open house meetings will help inform the
public of the work that has been done to date by the School District
through its Land, Learning and Livability engagement process. In
addition to sharing what has been heard to date through prior meetings
and input, the public will be invited to discuss and provide input into
the possible future for these sites identifying issues, concerns, hopes,
and aspirations.
Meeting dates and times for stakeholder sessions and public open
houses will be broadly communicated through our website, direct
invitation, and through the media.

Selection of DIALOG Design
From a short-list of three highly qualified firms, the Board of
Education has selected DIALOG Design to provide Land Management Planning
services for the Lucas / LMCC site and the former Cloverley School and
site. The Board was impressed with the comprehensive and integrated
approach to planning presented by DIALOG Design and demonstrated through
a breadth of projects completed in the Metro Vancouver area.
DIALOG Design will now proceed with its preliminary planning with
the Board of Education to prepare for community engagement early in
2014.

Selection Process
At the Public Board Meeting on
October 22, 2013, John Lewis, Superintendent of Schools, presented the
Land, Learning and Livability Community Engagement Update. The Update includes current information regarding the Lucas Centre / LMCC site.
The
review and evaluation of the responses received to the Expressions of
Interest for Land Management Planning Services for the Lucas Centre and
the former Cloverley School and site resulted in the shortlisting of
three excellent, qualified, and experienced planning consultant teams.
Each of the short-listed candidates will submit a more detailed proposal
and participate in an interview with the Board of Education in late
October, with the selection of the final team being determined in
November.
The Board will continue its Community Engagement process to
facilitate community input into the future use of the Lucas Centre and
Cloverley School sites in early 2014.

announces Fall 2013 community engagement process on the future of
Cloverley school and Lucas Centre/LMCC properties
At the April 23rd public meeting of the North Vancouver Board of
Education, a forthcoming public input and community engagement process
was confirmed for the Cloverley school and Lucas Centre/LMCC properties.
The engagement process, planned for the Fall of 2013, will be
informed by the School District’s updated Facilities Plan in relation to
the Official Community Plans for both the City and District of North
Vancouver municipalities.
"We look forward to the community’s participation in these input
opportunities for the future of the Cloverley school site and the Lucas
Centre/LMCC,” says Board Chair Franci Stratton. “Early input was
received through the Board’s ‘Land, Learning and Livability’ engagement
process. This is the next stage in understanding the options to realize
the full potential of these properties.”

Permanently closed as an enrolling public school in 1982, Cloverley
school was used by the Queen Mary school community until December 2013,
when the heritage restoration and rebuilding of Queen Mary
Elementary was complete. The site was previously leased to the YMCA,
Andre-Piolat, and a former location of Windsor House.
